Venture Grants are one time or start up grants or there is an emergency need for funding for non-profit organizations who are operating in the area of health and human services, have a voluntary Board of Directors, operates in a defined area of need, does not duplicate services already in the county, should not alter the availability of services because of any discriminatory acts and shall exist to serve people generally.
